1st Edition: Labor Inspection Update under the New Manpower Minister Regulation

The new Minister of Manpower Regulation No. 11 of 2026 on Labor Inspections Procedures ("MOMR 11/2026") took effect on 3 July 2026 and revoked Minister of Manpower Regulation No. 1 of 2020 (as amended). The new regulation expands the ways in which Labor Inspectors may obtain information, introduces digital inspection mechanisms, and set out clearer procedures following inspection findings. What should employers know to prepare for labour inspections under the new framework?

This first edition highlights the key changes introduced by MOMR 11/2026 compared to the previous regulation.

In light of these changes, employers should review their employment policies, internal compliance procedures, and supporting documentation to ensure they remain aligned with the new inspection framework. In our second edition, we will discuss practical steps employers can take to prepare for labour inspections under the new framework.
